6,000k is actually illegal.
"Blinding" is actually illegal no matter what lights you have. If you blind other drivers, you will be ticketed, perhaps even have your vehicle seized, for posing a danger to other vehicles. Any lamp assemblies you put in have to be properly aimed.
4,300 k is plain bright, white light
5.000 k is not only legal, it is the most common, every step above 5,000k is actually less usable light.
