I have a laptop cooling fan that uses a USB to power it, but now the wire is broken. I worked my way around it and found a similar wire that would fit into the cooling fan, but has a higher voltage. When I plug it in, the fan becomes super fast and much louder because of the larger amount of power. Is this bad?
This will depend on the fan itself (it's operating voltage 'range') and the voltage you are applying to it.
Having said this, what voltage you are applying to it? The way you are describing the fan's behavior, sounds like it will eventually burn out.
USB ports give out 5 volts. If you are feeding the fan with anything say, higher than 6V, it probably won't last very long! But again, depends on the fan's operating voltage.
I would try fixing the broken wire if you are capable of doing this (or get someone to repair it who is into electronics), or supplying with 5 volts - nothing higher.
