can you hook up 2 subs to a mono amp like this one?

You can connect any amount of subs to any amplifier, so long as the minimal load the amp can handle isn't exceeded.
Look for 2 dual 4ohm voice coil subs that can handle at least 700watts RMS each, and wire them like this to the amp;

With 1600watts RMS (more like 1400 but anyway) you're going to need to do the Big3 upgrade;
