My new PCI-Express video card only works when its the only card on the motherboard but when i plug in my Raid controller card PCI, Tv Tuner PCI, and wireless card PCI the computer upon restarting is non responsive. the monitor doesn't power on but the hard drive internal LEDs and hard drive light all blink and sound like the should. then i take all my other cards out except the video card itself and boom she comes to life?

Sounds like some PCI devices are conflicting.. It shouldn't be a power issue because the 9400GT works even on 400W.
Maybe check the BIOS for any "legacy PCI device" settings? If specific hardware addresses are reserved for other devices, that might be a problem.
In any case, I recommend returning the 9400GT for a 9500GT- MUCH faster card.
