I want to make a panel of red and blue LEDs, running at about 40watt. I'm looking for a circuit that will run it off a 230v power supply, with good efficiency as it will be running for long hours.
I thought about starting with an off-the-shelf plug-pack to get the right voltage and current limiting, but it does need to be an efficient circuit. Any ideas, designs, or where I could go to for diagrams would be much appreciated

get the specs for the LEDs. pick a supply voltage, fairly high, like 20 volts. Put as many in series as you can to add up to 2-3 volts less than that supply voltage. Put in a resistor to drop that 2-3 volts, at the desired current.
Make other similar series strings, until you use up all the LEDs. Put all the strings in parallel.
for better stability and a bit lower efficiency, make the voltage across the resistor larger, say 5-6 volts.
