Cobra Radar Detector Allowed in California?
I just bought the Cobra XRS-9930 - 12 Band Radar Ultra Performance Digital Radar/Laser Detector. I live in Southern California and heard that they happen to be illegal in certain states. Is california one of them? Are any of the features on this model "illegal" thanks!
No it's not illegal. You're right about some states though. I thought they put it right on the box, like 48 1/2 state legal except for Virginia, DC, and that other one. So.Cal is not the other one, however I imagine if you are pulled over after a pace the Officer is going to laugh at you and may even cite you for the fuzzy dice violation in addition to your speed.

I stand corrected when I stated that laser blockers were allowed. Both laser jammers and radar scramblers are illegal. I confused the feature with the detector detector blocker that blocks the detector detector. It does not block the laser or radar signals and it is allowed. The Cobra XRS-9930 refers to this feature as VG-2 and Spectre, while other radar detectors just call it stealth mode.

Obviously since you will be using your radar detector legitimately here in good ol' So.Cal you may think that any additional feature that serves the purpose of hiding you may not be needed. However, I speculate that there may come a time you encounter an Officer who decided he was going to write tickets for anyone going 10 or more over. You come around a long bend and your Cobra reminds you with just enough time to lower your speed to 5 over. But since the Officer's gun was equipped with a detector detector mode it told him that you had one, and so he changes his discretion so can ticket you for the 5! But since you had your Cobra fully active, the Officer remained in his peachy mood and instead exercised his discretion to allow you to fly just under the radar (so to speak).
Caution: Cobra recommends mounting using the suction cups to the windshield for a clear view and optimum performance. However, California law requires a driver to keep an unobstructed view through their windshield. You may sacrifice a tad bit of range but your safest bet is to use the dash mounts instead.

On the first page, the bias written Cobra XRS-9930 manual states:
It is not against federal law to receive radar transmissions with your Cobra radar/laser detector. The Communications Act of 1924 guarantees your right to receive radio transmissions on any frequency. Local laws that contravene this Act, while illegal, may be enforced by your local law enforcement officials until and unless they are prohibited from doing so by federal court action.
I fail to see how anti radar detector legislation is illegal. Except in the case of DC which is the only one governed by the federal law. If someone there fought their ticket to District Court then DC would be the only one required to ban its anti radar detector law. Virginia and that other state our both sovereign states, free to legislate as they please. I know Virginia is a full ban, well not full ban like DC which will get you for having an unplugged one still in its box. Virginia waits until you at least unwrap it and plug it into your vehicle first. But wherever that other state is, they only ban commercial vehicles from using them and I believe that means the rest are free to use them.
In conclusion, California allows radar and laser detectors to be used without limiting the ability to scan on all bands. Features such as VG-2 and Spectre or stealth mode can also be used legally. Do not use radar scramblers or laser jammers as these are against the law. And especially don't get caught with one of these types in each corner of your car or place one on every seat as that will very likely get you ticketed for a misdemeanor violation.
