i have a vl wagon and i am going to install neon on the bottem (blue) is it better to get led flexible strips or neon tubing

Neither. You didn't mention your state, but in most you can put in under vehicle neon if it can't be seen and you don't turn it on while driving (it's for show or off road use only) but most will not allow red or blue at all, even if left off.
Also, again most states, they can't flash or do anything like move with your music. Considering the regulations and cost, it's probably best to do something else to dress up your car.
But if you want to do it, and to answer the question, led are less fragile, but aren't as dramatic with the lights, while neon puts out more light, but can break more easily.
